Obviosly the non Blue Dot 501st are made with a compound that was not phthalate free. This must have been later changed to a non-phthalate PVC hense your Blue Dotted figure. Maybe for the Euro release only? Time will tell for sure.

Since the phthalate issue has been adressed on all basic figures from TSC #046 onward as evident by the absense of Blue Dots how do you conclude that Blue Dots will somehow appear on figures that are and always have been phthalate free? The Blue Dots per Hasbro's answer where only placed on existing figures that started out with the phthalate compound and had later been changed to a non phthalate PVC. If a figure has never been made with a phthalate PVC it would not require a Blue Dot and would be compliant with Euro law. That is why you do not have any figures from TSC #046 and on with a Blue Dot.
